Lost Jitte is a lot of utility in a cheap package. Get lots of land, which fuels your repeatable exhaust abilities, as well as letting you draw cards and gain life. With all that mana and draw, eventually you'll cast your combos, of which there are two main ones: Innkeeper's Talent/Planeswalkers and Forensic Researcher/Deeproot Pilgrimage. That last one fuels your Vodalian Hexcatcher (which should screw up your opponent's combos) and gives Mindspring Merfolk more +1/+1 counters to spread onto lots of Hexproof tokens.
The sideboard is just jank I was messing around with, maybe someone can brew something.
