  Both triggered abilities trigger when Stonecloaker enters the battlefield. They can be put on the stack in either order.

  The ability doesn’t target any creature. You don’t choose what to return until the ability resolves. Once the ability has started to resolve, no one can respond to the choice.
• 2016-06-08
  You may return this creature itself to its owner’s hand as its triggered ability resolves. If you don’t control enough other creatures, you must return it.
• 2021-03-19
  Stonecloaker’s first triggered ability doesn’t target any creature. Because of this, no player may take actions between the time you choose the creature to return and the time you return it.
• 2021-03-19
  You may return Stonecloaker itself to its owner’s hand as its first triggered ability resolves. If you don’t control any other creature, you must return it.
