It's a powerful Historic Brawl Mono Black deck, with several wincon. I choosed cards I owned, there's a few staples I still don't have (Demonic Tutor, Torment of Hailfire etc), feel free to add what you have and take out what you don't.
A 8cmc Commander may seems high, but I can assure you that Vilis is a powerhouse and a wincon on his own, I had a few people surrender just by seeing him enterning the battlefield. More on that later.
The goal of this deck is to quickly amass a lot of mana, draw a ton of card and then win by slinging powerfull spells and whatnot to the opponent's face. There are a lot of ways to win, and this is more of a midrange/control deck, there's not really a lot of creatures to aggro with (even if there's a few cards that can win on their own or at least cause havoc if they are not dealt with, like Nighthawk Scavenger, Phyrexian Obliterator, Westgate Regent, Soulhunter Rakshasa etc).
Again, ramp is primordial, and done with the usual cards (Arcane Signet, Coldsteel Heart, Dark Ritual, Phyrexian Arena...) as well as cards like Contract Killing, Black Market etc.
There are a few combo cards as well (Meathook Massacre, Blood Artist, Ayara, Grey Merchant with black devotion etc), and one OTK combo (Underworld Dreams + Peer into the Abyss. Lithoform engine is here to enhance these triggered effect, as you will very often have a lot of mana available. Tergrid is here for the same reason (played on the backside, you will be able to untap the Lantern multiple time and pressure the opponent).
There's plenty of sweepers and removal, as they are very important if you want to be able to take out early threats and acces the late game.
There are a few tutor cards to adapt yourself to the situation (Moonsilver Key, Varragoth, Wishclaw Talisman...).
Bola's Citadel is almost a wincon on its own, no need to develop on this I assume.
About Vilis, Broker of Blood, if you cast him and he stays on the board during the opponent's turn, he will be reluctent to attack you, as every damage inflicted makes you draw one card. Remember, if you managed to cast Vilis you have at least 8 mana available, it means next turn you have the ability to cast whatever spell(s) your opponent made you draw if he did the mistake of attacking you.
And if no damage where inflicted to you during the opponent's turn, once it's your time to play, Vilis's ability (1B, pay 2 life : target creature get -1/-1) is making you draw 2 cards for 1 mana. Remember : you have 8+ mana available minimum, meaning 16 potential cards to draw during your turn. And I can assure you that you will draw the answer you need according to the board you're facing, while having enough mana to cast is right away.
It's a super fun deck to play, if you like big spells and turning the tide of a game quickly. It's also possible that you'll be able to win even before casting Vilis, and if the game starts to be longer, casting your Commander means a serious deathtreat on your opponents, usually 1-2 turns before winning.
I have no way of tracking my winrate, but I can safely say it's easily above 65-70%.

I forgot the Commander tower, thank you. The Fabled passage (as in a way the litoform blight in fact) are here to draw more cards in order to get straight to the good cards haha !
Yes the deck is not oriented too much on creature or on spells, in fact the idea is to not rely on only 1 wincon or way of winning, but being able to adapt to all kind of deck faced (aggro, control..), that's another of this deck's advantage !
There are never too many board wipes yup
Your lands make little sense, drop command tower and fabled passage so your cabal stronghold is stronger. Litoform blight isnt that useful since fotd got banned.
Get more board wipes, massacrle girl too.
